ABOUT US
Green Forest School District is a public school district based in Green Forest, Arkansas. Our District serves more than 1,300 students attending Green Forest Elementary (PK–3), Green Forest Intermediate (4–5), Green Forest Middle School (6–8), and Green Forest High School(9–12).
Green Forest is one of three school districts (along with the Berryville School District and the Eureka Springs School District) that serve the student population of Carroll County, Arkansas.

Green Forest Schools Ed-Flex Waiver Application
Green Forest School intends to apply to the Arkansas Department of Education for one or more waivers of federal requirements under the Education Flexibility Partnership Act of 1999 (20 U.S.C. § 5891b). Ed-Flex allows the Department to waive certain federal requirements for individual districts and schools so they can better meet local needs while remaining accountable for student performance.
The district is requesting the following waiver[s]:
Title I, Part A — 15% Carryover LimitationFederal requirement waived: ESEA § 1127(a)
Title I, Part A provides extra funding for schools serving more students from low-income families.
Normally, a district may carry no more than 15% of that funding into the next year. This flexibility lets
the district carry over any amount.
Expected benefit for students: The district can combine funds across years for larger, sustained investments, such as a multi-year tutoring or literacy program, instead of rushing to spend by a deadline.Title IV, Part A — Required Spending Categories
Federal requirement waived: ESEA § 4106(e)
Normally, a district receiving $30,000 or more in Title IV-A funds must spend at least 20% on well-rounded education, at least 20% on safe and healthy students, and some amount on educational technology. This flexibility removes those minimums, allowing the district to set its own amounts.Expected benefit for students: The district can direct Title IV-A funds to its highest-priority student needs rather than fixed percentages.
The district is asking that this requirement be waived so that concentration can be focused on student needs through funding flexibility. The district expects this waiver to result in the ability to combine over consecutive fiscal cycles, Title I funds, to sustain the after school tutoring programs offered in grades K – 8. We expect to improve Reading proficiency for all students by 2% through quality literacy support provided by the tutoring sessions. We expect to see 100% of the Title IV funds aligned with the identified student needs based on Title fund consultations with staff and parents. Parents, educators, school administrators, and other interested community members are invited to comment on this proposed waiver request.

Comments will be accepted from September 11, 2026 through September 20, 2026.All comments received will be submitted to the Arkansas Department of Education with the district’s application.

The Green Forest ABC Preschool is currently accepting applications for enrollment. Children must have turned 3 years old by August 1, 2026 and must not be eligible for kindergarten. We offer free slots for families who qualify. Applications may be picked up at the Green Forest ABC Preschool or you may call (870) 438-6130 or (870) 438-4226 for more information.

Please note: Juniors may also have scholarship or career-readiness opportunities available in their own Google Classroom. If your student needs help accessing their classroom or has any questions, please contact their high school counselor, Ms. Jonie Standlee.
